Build 438A is released.

1. FLEXR:Regularization :  speedup parallelizing the  Cost1,Cost2 updates.

2. DICOM load timings: updated the logic so the the timing DICOM tags are skipped

if they are present but have empty value. 

3. Build test unit for the FLEXR with Jacobian calculation
