Build 307 is released.

1. BiCal: Fixed the Edge detector threshold defect
2. BiCal Research dialog: Exposed the  Edge Radius, Edge Threshold parameters.
3. BiCal Research dialog: Noise calculation is done automatically and that level is
displayed so the User can set Edge threshold based on noise units.
4. Bical Research dialog: introduced new Basis functions:
{Legendre,Chebyshev1,Chebyshev2, Regular Polynomial,Cosine}
5. BiCal research dialog: removed the "SVD tau" parameter.  "Background morph" parameter is now in (mm).
6. Fixed defect (crash) when during the Polyline drawing the User presses delete without pressing ESC first.
7. Enable the load of TIME\NIFTI   4D files.
